Hm...
Could go either way - Picard is technically in better shape (he fences and rides in the holodeck whereas all Jimmy T. does is play chess with Spock), but Kirk is better at on-the-fly improvisation...
But, for the win I would probably have to say Picard since he's able to keep his cool in most situations and Kirk's 'fighting style' seems to rely on keeping the other person from thinking straight.
