I don't know if it's a plot device, but it's definately Over-FREAKIN'-Used...
Shampoo is a native Chinese speaker, correct? The broken speech comes from the fact that, unlike Cologne or Mousse, she doesn't bother to learn proper Japanese...
I don't know about you all, but excluding some words and phrases that have reached the point of being automatic, when I'm thinking I typically think in my native English...
SO... why is it that if you read a Ranma fic, pretty much ANY Ranma fic, involving Shampoo - if she thinks, it's in the same broken Japanese that she speaks in? I mean, writing it in English is one thing, but I seriously doubt she'd think in terms of "Ranma take Shampoo on date!" and "Shampoo bring Airen too-too good ramen!" even though that might be what comes out of her mouth. She'd probably form the thoughts behind the words normally - "Take me on a date!" and "I brought Airen* some great ramen!"
*(Note: I'm using Airen as a title here, probably misusing it.)

IIRC, don't they do that in the dub though? I haven't watched for a while, but I thought the VA did the same thing...
