Oo... That makes it tougher...
(In the Animated serieses, TT and JLU, I'd say they'd both win by teaming up to snag their respective male counterparts since said Dynamic Duo were/are partners.)

Starbolts (She doesn't have the eyebeams in the comics)

Spider sense isn't fast enough to help Pete escape Flash's speed, and spped really is the only thing Wally has going for him...

Gambit.
Carmen might always escape, but she rarely ever did so with her prize. And I've never watch Lupin The Third. Gambit has skill and powers, AND he's succeeded in getting away with his favorite prize (Rogue).

Doggie'd win. Dog-Demon powers are nice, but when a thirty story tall Delta Command Megazord is coming after you, demonic powers aren't enough.
Besides, Rangers REGULARLY kick demon ass.
