Wonder Woman breaks FAA regulations with that Invisible Jet of her's I wouldn't trust her either.
Cap, GL, Punisher, yeah... Especially Punisher, he's never made any bones about what he is, he admits that he'll basically use the bad guys' methods against them without any problems.
And Cap (the ORIGINAL Cap, not this new guy), he actually left the Captain America identity behind not once, but TWICE - he became Nomad, Man Without a Country after the Secret Empire arc (Marvel's take on the Nixon resignation was that he was actually the leader of the Secret Empire attempting to gain control of the country without the government system of checks and balances in his way and committed suicide rather than be caught, so an actor was hired to fill out the the position until 'he' could resign) and when a group of senators and congressmen sought to force Cap into working for them using old payroll information, etc, that proved Steve Rogers was Captain America and that the U.S. Government 'owned' Captain America - he refused, handed in the Captain America equipment (which, I should note, was then given to the brutal and violent Super-Patriot who served as a new 'Captain America' until he went insane after his identity was revealed and his family - his parents, to be exact - were slaughtered) and became simply The Captain.
(Yeah, I know, I know WAY too much about Captain America sometimes...)
And I'd like to add Green Arrow to the list, since he's actually focused less on super-villians (despite having to deal with them), preferring just to help out the average citizen.
Of course, if I wanted to get into Pre-"Crisis on Infinite Earths" characters and characterizations, I'd be tossing in a lot more DC characters like The Man Called Midnight, Dr. Mid-Nite, The Guardian (Cop by day, Costumed crusader by night, beating Nightwing to it by years), Uncle Sam, etc.
