111. Assigned to each unit in my Legions of Terror will be a florist, horiculturist, or other expert in plant life to prevent 'mishaps'...
These 'mishaps' include ingesting poisonous plants, confusing plant leaves (you know what I mean.) and being able to tell when a tree and/or branch will NOT support weight.

114. The communications and control network for my various fortresses, Legions of Terror and other assets WILL NOT have a singular central location from which control over the entire network can be gained.

115: (The "I Am Not Char, Dammit!" Rule) If I build/control/take over a space colony, satellite or space station, I will rig it to either blow up or suddenly cut off all oxygen at the first sign of mutiny from the people living in it.
116: The device to cut off oxygen or blow up the space station/satellite/colony will be in my possession at all times.
117: I WILL NOT be in or near the satellite/space station/colony when I activate the kill switch.

120. If I have multiple children, I will treat them all with love and respect - otherwise, the one(s) that aren't would side with the hero or simply attempt to overthrow me in my moment of glory. (Compare Talia Al Ghul whose father dotes on her to Fredo Corleone who eventually turned against the family because he felt he was being left out or the conflicts between Kodachi and Tatewaki Kuno...)
121. If I marry someone who is willing and able to become my Dark Lady, I will be sure to keep an eye on them and make sure they don't exceed their authority. Going beyond what's permitted will result in a 9-millimeter divorce, otherwise known as an execution. (See 'Phantom 2040' - Max Madison Senior's plan was simple; use the Ghostwood to clean up the pollution, release a tailored virus to kill the Ghostwood, make all the world indebted to Maximum Inc. and bring about the Maximum Era - he even had the 23rd Phantom more or less on his side and helping him... Rebecca went behind his back and not only sabotaged the Ghostwood growing facility, but replaced the tailor Ghostwood Killer virus with one that would destroy ALL plantlife... and caused the deaths of both Max Sr. and the 23rd Phantom in the process by trying to turn them against each other and ended up giving the 24th Phantom a reason to come after Maximum Inc. sixteen years later....)

122. Outside of pre-scheduled parades, inspections and ceremonies, my Legions of Terror will be instructed NOT to react to any anthems or theme songs they as a fighting unit, I personally, or my regime overall may have. (Inspired by "Jack of All Trades" S1E1, where Jack distracts the French guards by breaking into the 'Marseilles', causing them to join in and keep singing while he makes his escape.)
123. If my Legions of Terror happen to include a naval arm, there will under no circumstances be any of that 'in the interests of secrecy, orders will not be opened until the ship has sailed' - all that means is that the hero has an opportunity to replace my orders with false orders. (See "JoaT" s1e1 and "The Hunt For Red October".)

124. If, for some reason the hero and their party is to be allowed into the presence of myself or one of my thralls, the magic-user will not be allowed to keep their 'walking stick'.

125. Devices in my fortress will not have power supplies or surge protectors that can be disengaged by the simple process of pulling them out of a socket - this goes double for things such as the primary reactor.

126. All escape craft will be fully-outfitted with defensive equipment, offensive weapons and top-of-the-line engines in addition to an on-board armory, pantry stocked with non-perishable food items, emergency treasury (non-denominational funds such as gold and precious gems) and in larger craft; spare parts. (Seriously, stop and think about it - how many times has the villian - or hero for that matter - escaped only to find themselves without food or weapons, broke, or simply broken down?)

127. Security barriers will be wall-to-wall and floor-to-ceiling so there's no gaps that the hero can slide under, swing over or dive through.

128. I will have both regular and random patrols of all slums, condemned warehouses and dockyards to prevent the hero and his allies or contacts from being able to use them for meetings.
129. On second thought, I'll destroy the slums and build high-rise apartment buildings that the former slum-residents can live in for free (thus eliminating a potential hero resource and buying the people's loyalty) and have all condemned buildings demolished on a rapid schedule.

130. Any ancient-but-still-existing tribes possessing laws involving marrying outsiders who defeat them in combat will be obliterated to eliminate a possible source of allies, place of recovery, source of training and possible romantic interests for the hero.
